The Ministry of Education released the combined report of the District Performance Level Index for the year 2020-21 and the year 2021-22 on 9 July 2023. The report assesses the performance of the school education system at the district level. A report by the Ministry of Education (MOE) shows that the educational performance of many districts in the country has declined due to the pandemic.
The Ministry of Education has said that the Indian education system is one of the largest systems in the world. In this, about 14 lakh 90 thousand schools, 95 lakh teachers, and about 26 crores 50 lakh students from different socio-economic backgrounds are involved.
Key facts
No district was able to earn the top two grades - Daksh and Utkarsh - in the latest report. 121 districts were classified as super-excellent for 2020-21, though the number fell by more than half in 2021-22. Only 51 districts are making this grade. There were 86 districts under Prachesta-2 (sixth-highest category) in 2020-21, with the number increasing to 117 in 2021-22.
The districts/UTs classified as 'Excellent' for 2021-22 were; Chandigarh; Dadra Nagar Haveli; Delhi, Krishna, and Guntur in Andhra Pradesh, Jagatsinghpur, Cuttack, Bharath, Ganjam, Puri, and Khurdha in Odisha, Siddipet in Telangana; Valsad, Junagadh and Sabar Kantha in Gujarat, several districts of Karnataka and Kerala.
Several districts in Tamil Nadu are in the fourth-best category (excellent) and three are classified under Prachesta-1 (Ramanathapuram, Pudukkottai, and Theni).
Uttar Pradesh has several districts under Uttam and Prachesta-1, and four districts under Prachesta-2. Most of the districts of Jammu and Kashmir come under Prachesta 1st and 2nd grade.
Assam's South Salmara-Mankachar district was the only district under Akanshi-1 for 2021-22 (grade before last), while there were no districts in the bottom two grades.
District Performance Level Index
The total weightage of the PGI-D structure is 600 points consisting of 83 indicators under six categories -Outcomes; effective classroom management; infrastructure facilities and rights of students; school safety and child protection; digital learning; and governance process. These categories are further divided into 12 domains.
This report also has 10 grades under which districts are classified, with Daksha being the highest grade (above 90%), followed by Utkarsh (81%-90%); very-excellent (71%-80%); excellent (61%-70%); Prachesta-1 (51%-60%); Prachesta-2 (41%-50%); Prachesta-3 (31%-40%); Akanshi-1 (21% to 30%); and Akanshi-2 (11% to 20%). The lowest performance grade for districts with a score of less than 10% is Akanshi-3.
