He should be a person who is eligible to be appointed as a Judge of the Supreme Court, that is to say, a citizen of India, having five years' experience of serving as a Judge of a High Court or 10 years' practice of practice in a High Court, should have experience or in the opinion of the President, he should be a person capable of judicial matters.
